Differences btw PVO & VVS GCI systems

Were there different GCI systems used by PVO and VVS forces when deployed at home or abroad?

The VVS largely used Lazur and PVO largely used Raduga once they had it. As things go on of course, lines begin to blurry as you have more and more planes compatible with them.
