I assume the Bf109 is just there for a nice picture? Don't see how you could measure forces or moments with that suspension system.

This windtunnel is still existing, but just as a technical memorial today. For some photos

About testing there, I've read, that it was used to actually "fly" smaller aircraft like the Bf 109
in the airstream, the "measuring device" then mainly was the pilot, I think.
