Doesn't NATO have specific conditions which are required to activate it, whereas a separate European military force isn't held to those same conditions, necessarily?

France and Germany have operated a joint Brigade for over two decades as well...

Except in each of those cases, military forces were involved. I see no military forces attacking or assaulting Europe at the moment.
