Cause remote control wasn't perfected yet, and militaries were reluctant to bet on it. Piloted weapons looked - in theory - like more reliable solution. Of course, most of such system suggested have some means for the pilot to escape at last moment (for example, Soviet torpedo gliders - which were supposed to serve as standoff torpedo delivery system for heavy bombers to attack warships in sea - have flying boat hull and onboard motor, so after making attack run & dropping the torpedo, they could pull out, land on water, and escape as fast boats).
Also compared to these days troops were "cheaper" and losses generally more accepted.
There were also no ejection seats.
They only needed the tail disabled--9/11 might have been the only occasion where one suicide pilot took out another.
What they're not telling you is that the male pilot gave the female pilot the more survivable attack. The nose of the fuselage is one of the strongest parts of the airframe, while the unpressurized tailcone is much weaker.
