In what way is SPEAR 3 any cheaper than SDB-II? I haven't looked at the figures for both, but if anything sure it would be slightly more expensive given the micro-turbojet?

I very much doubt it would be cheaper. But what they're after in this "mid range" segment is greater reach than SDB with a bit higher cost acceptable. Which is SPEAR 3.
