They may need to look at locking up the race directors as well. Stage 3 had even worse crashes, largely because of how the course was set.
 
That too, when so called professionals create a course with bottle necks like this, where an accident at the type of speed reached by entrants can end a career, or a life - they should be banned from the sport for life and face jail. There is nothing to protect the body at such speed on such sections of course and while the brain may be functional it does nothing for a quadriplegic trapped in a mess of smashed bones and organs.
 
I hope they find the guilty woman and stick her in a cell.

They have caught her. Not yet in a cell, but already "en garde a vue" - that is, in police custody. There will be blood (metaphorically, of course !)

Silly stupid spectators and massive crashes unfortunately have been part of the TDF for as long as I can remember.

Laurent Jalabert once had a very nasty fall and crash in a last kilometer sprint - the racers by themselves can be arseholes in such situations.
