For fun, I'd add the Deus (ex machina) piece. Most of the time it's off the board, but a third player can drop it in anywhere at any time. It immediately ends the game but only the way the gods want it to and the two sides' strategies are all revealed to be futile.

Bureaucrat pieces: there are 32 of them, they occupy ALL of the unoccupied squares, so nobody can move at all.
