I might suggest to them something like STAR WARS: VISIONS except different animations would each be a different story of Jorge Luis Borges...which would appeal to the more enlightened oil sheiks... especially the Masked Dyer of Merv:

Same with the Texas City Disaster of 1947, which lends itself to film in that there were not one but two explosions separated in time. I had hoped Tarantino could translocate the disaster up north in a pre-WWII setting:
Here you could have a character trying to woo a young lady from Bund influence. He a crook, her a straight laced good girl. This would be a perfect 10th film for him, with a good B story...call it a remake of WHITE HEAT.
Lots of good stories...but like SHLLVs and colliders...they need real money to blossom.
I want the Saudi 's to look at something like the Nobel Prize except the winning concept (not the find) gets constant funding and their own facility. No government yanking things out from under them or school politics/protests.
Also, a panel would study each of the participants to see if one might have the answer the other is looking for, and to bring them in contact with one another seeing they may be too busy with internal research to do outreach on their own.
