The early adopters of genetic manipulation will reap the rewards first... and face the risks first. Letting the rich spend their own money on the gamble makes sense to me.

The method has existed for centuries: Napoleon (and probably others before him) had his troops drugged so they could walk against the enemy with no fear and keep walking without feeling the pain of the bullets that riddled them. What you're suggesting is merely an "improvement" on that old trick.
