The early adopters of genetic manipulation will reap the rewards first... and face the risks first. Letting the rich spend their own money on the gamble makes sense to me.

8 foot tall super soldiers aside, the cheapest way to make a super soldier would be to hop soldiers up on steroids, stimulants, and most importantly a chemical that would make a soldier feel absolutely no fear. That being said I'm also totally against the idea including transhumanism. But it is coming if not already here. Will the very elite rich get all the genetic/etc. enhancements leaving us all in the dust?

The method has existed for centuries: Napoleon (and probably others before him) had his troops drugged so they could walk against the enemy with no fear and keep walking without feeling the pain of the bullets that riddled them. What you're suggesting is merely an "improvement" on that old trick.
