Strange Old Idea for Airplanes

A description is on p. 40 of the pdf (p.34 of the original). I suspect this concept is significantly different from that of the outwardly similar Skoda Kauba & Boeing arrangements. It'd be interesting if someone more fluent can give a rough outline of what is being described!

There is also some great art on p.50 of the pdf (~p.44 of the original) ...however I can't make out the painter's name.
