Did you really mean soils (as in earth/ground/dirt) or solids (as in non-liquid propellants)?

Without any further context, I'm tempted to suggest that this looks like either a high speed test vehicle (RV design, heat shield materials, etc.) or *perhaps* something like a NOTSnik.
