Hi,

the PZL M19 was a Polish designed at the Centre for
Research and Development WSK PZL Mielec passenger,
twin-engine aircraft for local communication. The project
never got beyond the stage of technical drawings.

Its variants;

M19PT - passenger and cargo
M19P - Passenger
M19D - version and available
M19F - plane for photogrammetric work
M19Z - version of the military, patrol and reconnaissance
M19G - Specialized version of geological exploration
M19S - version of the training school for pilots of aircraft communications

Looks to be the Piper PA-35 Pocono that got sold to PZL.

The first, 19-seat version was indeed a slightly modified variant of the Piper Pocono (Mielec factory had already built the Piper Seneca as the M-20 Mewa under licence). The M-19.2 was to have a longer fuselage and redesigned wings, it was being designed in cooperation between WSK Mielec and Piper.

Both projects were cancelled after the martial law had been imposed in Poland at the end of 1981, which resulted in all US-Polish relation severed.

The PZL M19 was cancelled not due to the introduction of the Martial Law in Poland (which was in December 1981) but a few months earlier (in July), due to more complex situation, including the global fuel crisis, which caused Piper Aircraft Corporation to withdraw their interest in this project.
Until this time PZL Mielec designed and manufactured aircraft to FAR 23 Regulations. Pressurized PZL M19, with bigger engines, 32-33 passengers and a cargo bay did not fit this category. It would need to be certified under FAR 25 - something that Russians controlling Polish aerospace industry wouldn't readily accept. Furthermore, in 1981 the engine market couldn't offer an engine suitable for propulsion of the M19.
There was a talk about SFAR 23, which were supposed to allow for a production of M19, without a need to jump to FAR 25 category. Piper Aircraft Corporation was one of the advocates of the new rules and actively worked with FAA on the proposal. When Piper withdrew from the M19 project, PZL Mielec did not have any representation at FAA.
Additionally, the Russian Intelligence found about this project and subsequently Poland was forced to buy and start manufacture of AN-28. It is worth noting that Russians never openly told Poles not to develop their own aerospace industry, but a standard trick was to overload Polish aerospace industry with a Russian project, thus tying up all the available resources.
At the same time the Warsaw Institute of Aviation started work on project originally labelled Project A300, the later I22 Iryda. Under the circumstances the PZL M19 was shelved and the design personnel was allocated to A300 and AN28 projects.

Thanks for explanation. Looks, like Polish aircraft industry, has worked in complex conditions during 1970-80s.
From other hand, currently PZL M28 (An-28' developement) have been demanded on world market.
