Bad news. United States government work has historically not been subject to copyright or copyright use restrictions. So I don't understand how the Department of Defense can now charge a license fee for non-governmental use of their archives. Unless the United States government is now going reverse itself and assert that United States government work is subject to copyright protection and use fees. Book publishers are probably going to be even more reluctant to publish project history books because government use fees will increase their costs that they may not recoup due to the esoteric nature of the subject and low print runs.
