What Was the Purpose of the Arrow Deck Markings on Pacific War Era Japanese Aircraft Carriers?

I have seen photos of a flare located at the bow of the ship emitting smoke to indicate the direction of the wind. This was useful during takeoff for pilots of heavily loaded bombers.
