I'm dissatisfied, which means, I exist.
If I recall correctly, it was a proposal to rebuild a disabled (blown by its crew to avoid capture by Japanese intervention forces) Amur river monitor "Vikhr" into stationary floating battery. Not sure exactly what gun they proposed to install on her. Maybe 12-inch or 10-inch one from coastal defenses.
