Indeed, looks a lot like kit bashing to me. Especially the ducted fan in front of the cockpit
is funny. A kind of wind screen wiper ?

It could have been part of the US Navy Advanced Naval Vehicle Concepts Evaluation (ANVCE) program from the late 1970s, I suppose.

I thing that those fan can rotate and it's for Maneuvering the Hovercraft.
for rest i guess this some kind insane crossover of Hovercraft with a ground effect vehicle, if this would have work is another question...
