here is a two projects,IAR-101 turboprop tandem two-seat trainer and
IAR-109 Phoenix twin engined high wing utility transport.

Also Noga VI business jet aircraft.

Confusing to me.
I have the IAR-109 (avionics upgrade of IAR-99 trainer in partnership with IAI Lahav) as named Swift, not Phoenix. The program was abandoned and the single converted example reverted to -99 config.

I also have the IAR-101 as a variant of the unsuccessful IAR-95 fighter
 
There is something called; re-allocated to the designation.

YR-VVI is listed as the Capra & Sebe Virvas 4000. Described as an aerodină, the Virvas 4000 was meant to be a 'helicopter' driven solely by efect pelicular. How this electromagnetic wave skin effect was meant to propeller the machine, I have no idea.

You could try searching for Virgilius Justin Capră (1933-2015), sometimes given as Justin Virgilius Capră. This Capră was either a genius inventor, a shameless self-promoter, or both ... depending upon who is talking. No idea who Sebe was.

The flying seat may be another name for his Jet Packs. The second version, modified with advice from H Coanda, is said to be a success.

Another view of the Aerodyne stored at the Bucharest Technical museum.
Supposed to be vtol and reach 300km/h. But take off how?
