China did gave up the plans for a space shuttle program, and decided for a rocket-and-capsule program. :-\

Quite. Of course Dyna-Soar was canned in the 60s precisely because there wasn't a real need for a military spaceplane; I don't see much has changed since then. I'd imagine China is well aware that the money is better spent elsewhere.
