Probably the less known and less talked about is Mexican rocket and space program. In 1962, Mexican President Adolfo Lopez Mateos formed CONEE which was a Mexican space agency. Around this period, CONEE had a number of rocket programs going on along with satellites. Nevertheless, plans to developed satellite launch vehicles (SLV) were being proposed to launch satellites. In 1968, a special expo in Mexico City showed off a number of sounding rockets, SLV's, and other systems. However, a few years later, CONEE was hit bad by the economic downturn due to corruption and the devaluing of the Mexican Peso. By the late-1970's, CONEE cease to exist and wasn't until over 30 years that Mexico would form a new space agency called AEXA.

Villahermosa, Tabasco.- La CONEE fue creada por Decreto Presidencial en 1962 por el entonces presidente Adolfo López Mateos como una dependencia de la Secretaría de Comunicaciones y Transportes, y fue la encargada de controlar y fomentar en México todo lo relacionado con la investigación, explotación y utilización con fines pacíficos del espacio exterior. De acuerdo a esta finalidad, la CONEE estuvo desarrollando diversos programas en cuya formulación se tuvieron en cuenta la viabilidad económica, los recursos humanos y los medios de trabajo de los que nuestro país podía disponer en ese momento, o bien de aquellos con los que podría contar en un plazo cercano.

Los antecedentes de la CONEE se pueden encontrar en la SCT donde un grupo de técnicos al mando del Ing. P. Becerril, quien estaba dedicado al diseño, construcción y lanzamientos de cohetes. Para fines de los años cuarenta, el grupo de cohetería pasó a ser dirigido por el Ing. Núñez Arellano y para fines de la década de los años cincuenta, se realizaron los primeros lanzamientos. Los cohetes recibieron los nombres de SCT1 y SCT2.

Parecía un sueño inalcanzable, imposible para muchos. Cierto día, ante el asombro de todos, se hizo realidad. Fueron los primeros lanzamientos de cohetes en nuestro país. Casi nadie recuerda este hecho histórico. Ni tampoco que el gobierno mexicano tuvo una agencia espacial: La Comisión Nacional del Espacio Exterior.

Posteriormente los cohetes aquí en México los diseñó el maestro e ingeniero Buchanan que era titular en ese tiempo de la Secretaría de Comunicaciones y Transportes durante el gobierno de Adolfo López Mateos.

Estos cohetes, bautizados como SCT-1 y SCT-2, fueron puestos en órbita en 1959 y en 1960.

El ingeniero Jorge Suárez, investigador del Instituto Politécnico Nacional (IPN), fue el primer director técnico de la Comisión Nacional del Espacio Exterior. Aún conserva los modelos a escala. Los cohetes originales, impulsados
con combustible sólido y combustible líquido, medían más de cuatro metros.

Los cohetes que se lanzaron una altura de 300 o 400 kilómetros, fueron utilizados principalmente para medir el estado del tiempo y la presión atmosférica. Tenían un dispositivo de comunicación para saber lo que estaba pasando cuando el cohete iba subiendo. Entonces se iban recibiendo en tierra todos los datos de como estaba el estado del tiempo a través del espacio.
También es importante señalar que entre 1960 y 1961 se llevaron a cabo algunos estudios sobre el régimen jurídico de la astronáutica.
Los programas a desarrollar por la CONEE consistían en lo siguiente:

a) Cohetes sonda

b) Satélites meteorológicos

c) Globos sonda

d) Bioingeniería

e) Investigación básica y aplicada

f) Percepción remota

g) Derecho espacial

En 1962 el grupo de cohetería de la SCT se incorporó a la reciénformada Conee. Al poco tiempo comenzaron su relevante investigación y lanzaron su primer cohete de combustible sólido denominado Tototl, que alcanzó 22 km de altura. La idea era poder desarrollar cohetes que tuvieran la suficiente fuerza para llevar cargas útiles, realizando investigaciones atmosféricas e incluso llegar a satelizar pequeños aparatos.

De esta manera en 1967, se lanzó el cohete Mitl, cuya capacidad de carga útil fue de 8 kg y llegó a alcanzar los 50 km de altura. En 1975 se lanzó el Mitl 2, que alcanzó los 120 km de altura, prácticamente llegó al espacio en un vuelo suborbital.

Las pruebas se realizaban desde un camión-rampa en el estado de Guerrero, donde nació el primer astronauta mexicano. En los años setenta se inició la construcción de una base de lanzamiento, como proyecto alterno, se experimentó con una serie de cohetes pequeños llamados Tláloc, con el objeto de estimular y fomentar las lluvias.

Uno de los programas que la CONEE proyectó significativamente en el ámbito del desarrollo nacional y la cooperación internacional, fue el llamado de Percepción Remota, apoyando a las instituciones que tenían a su cargo la búsqueda cuantitativa y cualitativa de recursos naturales mediante la utilización de sensores remotos desde aviones o satélites. Considerando que los recursos naturales son tanto aquellos del territorio propiamente dicho, así como los de las aguas territoriales y de la atmósfera, es fácil apreciar la amplitud de la repercusión que tendría la aplicación de esta tecnología en nuestro país para la localización de acuíferos, mejoramiento de sistemas de riego, control de cuencas hidrológicas, selección y mejoramiento de tierras de cultivo, determinación del vigor en las plantas, localización de yacimientos minerales y de fuentes geotérmicas, estudios de zonas áridas, estudios de contaminación del aire y del agua, y en general para otros estudios que resultaran de interés específico para diversas dependencias e instituciones.

En el primer lustro de los años setenta, aparece como proyecto la creación de unos cohetes de dos etapas, denominados Huite I y II, desgraciadamente al desaparecer la Conee en 1976, desapareció también la experiencia en el desarrollo de cohetes que se había alcanzado así como mucha de la que se había adquirido en otras áreas.

Años después la Comisión Nacional del Espacio Exterior perfeccionó la tecnología de sus cohetes. Eran los primeros pasos, México entró de lleno al campo de la experimentació n espacial. Desafortunadamente este esfuerzo se derrumbó, en el momento que el ingeniero Buchanan dejó la Secretaría de Comunicaciones y Transportes, como todo lo que pasa en México, suspendieron todo y se acabo la CONEE.
