A ship to shore aircraft ferry? Interesting.

EDIT: Correction (or in addition?), an air launch & retrieval system for fighters and search aircraft carried by non-CV ships!

Note, the description here says first NOTAR helicopter built in America...
The Cierva W.9 appears to have been slightly earlier, the date of the first flight of the W.9 is unfortunately not recorded, but appears to have been sometime between October 1944 and early 1945.

What was the use of this helicopter going to be?
 
The helicopter tug? Primarily a short range ship to shore aircraft ferry.
