Its pretty obvious it is talking about the additional control surfaces - the canards on the F-16 and the vertically mounted control surfaces on the F-15.
 
For the F-15, yes. That was MD's entry to the AFTI program. It was to modify an F-15 with movable wingtips and forward mounted fins for direct lift and sideforce, similar to MD-265 project. The F-16 AFTI won that part of the program.
 
The F-15 reminds me of the Vectored Lift Fighter demonstrator proposal - the fairings on the wing for the actuators to move the outboard section are a giveaway.
