A concept of this racing (?) seaplane was discussed in a paper on high-speed seaplanes by W.G. Carter M.B.E., found in the Feb. 28, 1929 Supplement to Flight. See here:

Also, I have seen a scratch-built model of this plane in InternetModeller this year, if my memory serves me well, in nice silver-blue livery.

Then the correct paper titled "FLYING BOAT DEVELOPMENT FOR SPEED RESEARCH", also by W.G. Carter M.B.E., was included in Sept. 26, 1930 Supplement. See here:
