Apparently it is descended from the RCCE (Revolutionary Configurations for Energy Efficiency) program.

IT does seem to be C-130 sized, at best.

Definitely shares some overall configuration with some such concepts NASA has shown. I wonder if the details on top the propulsion section are just to suggest access panels or if they're aiming for something more interesting.
