The ONR Special Devices Center seems to have been an odd office dedicated to developing flight simulator technology, which later bled over into developing general-purpose computers. I suspect this drawing would be indicating what part of the AD-3 cockpit they needed to duplicate in a simulator.

The Special Devices Center has an interesting history and had a name change in 1956.
