Please someone more smarter explain to me how this artillery piece works? Does the gun tube fires shells as well?

The gun does not work at all. It's just a carriage of an ex-Soviet F-22 USV divisional gun captured by Americans from Germans, and used by them in the field to mount two 28/32 cm Wk crates, practically just for fun. Some test firings were conducted, but nothing thorough.
Also it's a makeshift American invention, not German.

Oh? So the Germans never made this gun. That’s an eye opener

The rockets could be fired from their packing crate using either integral legs, or on a variety of mountings, such as the Schweres Wurfgeraet 40/41 launch frames (4 rockets), or hanging from the side of the SdKfz 251/1 (6 rockets).
