Could be the booster for the X-37B. Or just a conceptual replacement for the Atlas and Delta ELV's.

Too big and overspecified... There's no way to know that boostback will be "the best" solution for an RLV first stage.

I wonder if you could just modify some big missiles to test the turn? Notice that air launch is allowed in the specs.

Nothing related to X-37. X-37 is not an operational vehicle nor does it have an operational mission.
 
I agree that the topic should be changed to something like AF Rocket-back RLV Pathfinder...
