Mentioned by Doug Richardson in his 1988 book "Stealth Warplanes", HAVE RUST was a program to fit active ECM devices to AGM-86 cruise missiles.

Anyone know more? Found a mention in passing in a document about testing at White Sands in 1983:

In the Justification of Estimate for Fiscal Years 1981 and 1982, under missile procurement activities:
"Have Rust ($13.0) - This requirement is of a sensitive nature requiring special access."
