Anyone know what this is? It looks almost like an artillery shell that has been turned into a rocket.

I suspect it's a form of Nebelwerfer, a surface-to-surface system.

The turret-cum-launcher definitely appears to be for air defense, and it's hard to see that just two rockets launched one after the other would be much use unless guided in some way, but there does not appear to be any sort of external guidance system. Got me.
 
I think also it's Air defense system
because they remove the tires before use

if this would be a surface-to-surface system like Nebelwerfer
it would have its wheels on for movement on Frontline

also the 360° degree turning of launcher imply Air defense system
I guess it launches rocket grenades similar to Werfergranate 21, but they explode as fragment bombs in high altitude to damage bombers

This weapon is similar in many aspects to a heavy short range AA launcher proposed in 1942 and tested in 1943. Generally it had to launch heavy rockets remotely detonated with help of an optical rangefinder.
If it's not the Maikaefer of course. :)
