Once you've decoded it, you may have to remove some elements from the link, still, to keep only what's relevant.
 
And it also works for turning Cyrillic URLs back into Cyrillic...

Only this week, I wanted to share a Russian Wikipedia link.
What I saw in the URL box was: https://ru.wikipedia.org/wiki/Аэропракт_А-41
However, each type I tried to copy it in a post, it became this:
https://ru.wikipedia.org/wiki/%D0%90%D1%8D%D1%80%D0%BE%D0%BF%D1%80%D0%B0%D0%BA%D1%82_%D0%90-41
Not very clear, is it?

After a quick "Decode" in that online tool, I was able to copy-paste the URL the way it was meant to look:
https://ru.wikipedia.org/wiki/Аэропракт_А-41

And of course, it also works the other way round. If you want to copy-paste a URL in Cyrillic, Arab or whatever language that uses different characters, you can encode it with the "Encode" button to make it compatible with the standard Western document formats (but of course you'll end up with very long URLs...)
