Mysterious Rockwell metal plaque on ground?

On a walk recently, I saw the Rockwell plaque in the attached picture on the ground in a driveway leading into a city-owned parking lot. The lot is used for city maintenance vehicles. There is another small plaque like this one about 50m away, but attached to a more heavily traveled public street, and has had all the surface detail abraded away.

I live in a small coastal town in Northern California, USA. The parking lot with the Rockwell plaque in front of it is surrounded by a chain link fence, and inside is just the lot and a garage for some of the less frequently-used/larger vehicles. There are no (active) military installations in town, although we did have a Nike site, but it has long been out of service, of course. The small plaque is also at least a couple km from any of the former Nike installations. This is the Nike setup in question, BTW: http://nikemissile.org/SF51/sf51.shtml

Anyhow, the plaque is about 8cm across, and is stamped "41254399". Anyone have any ideas as to what this is meant to be?

Looks like a benchmark indicator.

Google 'survey marker disks' and you'll see images of similar. Rockwell might have been the Contractor.

In the UK we used the broad arrow with a line across the top chiseled into buildings. They are marked on maps.

Thanks for the input. It sure looks like a survey marker, now that you mention it. I have seen a US Geological Survey marker on a small road overcrossing elsewhere in my town. The Rockwell marker is still a bit odd to me with the lack of data on it. A single line of numbers. I guess you'd need the Big Book of Rockwell Numbers to find out what any of it referred to.

I love the story behind this song. Rockewell is Berry Gordy's son, who grew up with Michael Jackson, and he got Michael and Jermaine to sing on this record, which is probably the only reason it charted at all.

two theory from me

one: this marker for property of Rockwell.

two: since Rockwell work on Navstar Global Positioning System satellites, could be that is a marker for calibration ?
