Good idea. I wouldn't go so far as to have bombers constantly in the air with nukes on-board, but a deterrent isn't much of a deterrent if it's not ready to be used.
 
Doesn’t appear to be a disproportionate move.
Probably also intended to help from a budget appropriation point of view re: the B-21 and the new cruise missile (greater visibility/ prominence to that portion of the triad).

A report says that Air Force is preparing a 24-hour high alert for B-52 bombers, something that has not been in place since the Cold War.
An Air Force representative denies the report but acknowledges that bases undergo updates to maintain readiness.

I thought it was Global Strike Command that was in charge of the bombers ultimately? :-\
