Hi,

Mr. Carlo Caracciolo designed a helicopter-hydrofoil-airplane,but I can't translate
well to realize its concept ?.

Cannot make out any helicopter- or rotary-wing element.

Also, the link is no good. Happens a lot. If it is a PDF – like it seemed to be in this case – it is very easy to download and attach here directly. Most PDF have a relatively smal size,
 
Thank you dears Armin and Dan,

the issue was A'ALA 7/1930,and I can't get one shot to page,so I divided it
into 3 pictures,to know more and to be possible to read.

1- I believe that the 3rd figure, the side view, is upside down. When rotated, it does look like a plane with both floats and wheels, with a weird separate configuration for the horizontal and vertical stabs.

2- AFAIK, the text is in a general conditional future mode, describing what "could be built", not a concrete project.
