Ok my search-fu may have seriously failed me, (it's been pretty consistantly bad tonight :) ) but I found this article to be of interest:

Page 106 starts and article on an "Air Force Space Glider to be lofted to 13 miles high by Mountain Wave" wind. Anyone know if this got any further than just a PM article?
