Hi! The Nippi L7P1 was a only Japanese designed amphibian which built before WWⅡ referred to Fairchild A942-B amphibian(LXF 1) as 13-shi light transport(十三試小型輸送機). No.1 and No.2. Aircraft were completed in February 1942, tested by IJN. It had stall tendency because of weight increase by wooden main wing. Max speed was same as calculated value, take off was little difficult, not employed by IJN.

Designed based on Fairchild A942-B(LXF 1)
Overweight by wooden wing, stall tendence and difficult to take off from the water.
The only Japanese amphibious flying boat before WW2.
Formal adoption was not carried out by the IJN although supplied in 1943.

Great stuff!

Funny that you are associating the L7P with the A-942 (a.k.a. Fairchild 91) since they were too VERY different machines.

To me the L7P looked more like a Sikorsky S-43:

Indeed! But imported aircraft was Fairchild A942, not S-43.
Perhaps Nippi engineers watched S-43 3-side view drawing.

Hi! Nippi L7P1 experimental 13-shi small transport flying boat.
The 13-shi small cargo transport (L7P) was the flying boat which the Japan Aircraft Mfg. made for the IJN.
The experimental model, the only amphibious plane made in Japan before the war, was completed in 1942,
but it became declined by bad control characteristic.
The outline
The IJN which felt necessity of a cargo transport by breaking out of Japan-China War dictated development of a small amphibian flying boat which can be used for the various transportation to the Japan Aircraft Mfg. in 1938 (1938).
The Japan Aircraft Mfg. advanced development of this aircraft consulted a flying boat(A942-B, LXF 1) made by Fairchild which the IJN bought for studies. http://en.wikipedia.org/wiki/Fairchild_91

The experimental aircraft was planning to be completed in 1940 at first, but such as changing the fuselage structure on the way, the work was behind schedule, and completion of the experimental aircraft was February, 1942.
This aircraft had parasol arrangement main wing which stuck plywood on a wooden frame was located on the all metal monocoque structure fuselage. This aircraft also had main undercarriage stored in the body side and a tail wheel of the fixed system.
The engine were two Kotobuki type 41 rated 710hp each with three blades constant speed propeller.
The examination by the IJN had started from 1943. The IJN satisfied speed performance, but the control characteristic wasn't good and had the habit which tends to stall.
Especially take off difficulty was fatal as a flying boat.
Because the necessity which develops a small cargo transport like this aircraft newly had faded because the state of the war was deteriorating gradually when it was these days, it became declined after all.
Further, this aircraft was the only amphibious plane made in Japan by the Pacific War end of the war.

Hi! L7P1.
Once modified L7P1 was planned to develop as the 17-shi small transport flying boat.
Later 17-shi small transport flying boat was planned to develop from type 2 trainer flying boat.
