Wallis Rigby was a prominent artist and modelmaker from the '30s to the '60s. He started off in the UK and moved to the States in the late '30s. There's a site dedicated to his memory:

I didn't know he did original designs. This one, though implausible, has its attractions.

From Fight Dec 29th 1932

Wallis Rigby was known for his many rubberband-powered model aircraft kits in Britain in the 1930s and for his paper cut-out & glue models later, after he had moved to the US. In 1932 he drew-up this speculative design for a commercial machine.
