Why the double flash? Was it one section of explosives setting off another section of explosives?

I don't think so. I think you're seeing the fireball briefly visible, then concealed by smoke or condensation from the shockwave and then becoming visible again.

I think it's two different camera angles playing the same blast from different views, but without much of an obvious cut. I think the first fireball is a long-distance shot, and the second one is an overhead flying camera shot, and then the third one is a closer land-based shot.

Do you mean the whitish flash?
If so, its the shockwave of the explosion - emphasised by the moisture particles in the air.
