Not entirely clear what the mission is - resupply presumably, but of whom? - but an ACV does make a lot of sense over ice.

Well, this version has Navy markings, so they might be thinking about oceanographic research, of the same sort that gave us SOSUS.

The 70s also saw a lot to work on oil extraction in the Arctic, so that might be potential civilian application.
