R&D project at China Lake. Seems to be simply looking at engine technology and is packaged into an AIM 9 sized missile body.

Definitely. That they damn near didn't fly that last X-51 flight (the only one that even pretended to be successful) because they were, "worried about it failing" disgusts me every time I think about it.
 
It's not an easy culture to shake. For far too long, any sort of failure has meant you lose your funding, you lose your contract, you miss a promotion, you're fired, etc. Any wonder high-level engineering became risk adverse. From top to bottom, people have to realize that every little thing going wrong is not the end of the world.
 
The one quote "Things shouldn't take 10 years" please talk to the Army precision fires team developing the new 499km missile for 2026.....
