While true, I myself almost invariably leap to the assumption that the conspiracy theorist is American when the theory is that "everything you were taught about science is wrong, and I'm here to set things right." When the theory is "the Queen of England is an alien reptile" or "the Holocaust was a hoax" or "it makes sense for these Russians to worship Hitler," I'm more likely to assume non-American.

If you are a political causehead with a message you want to spread to the world, you make your message in English. It appears that the sign has been photoshopped; the second option was originally "refugees" rather than "rapists." But the German socialists still thought it was a good enough message to post it to their little Facebook page.
 
I know of a chap who graduated from my high school a few years before I did who seems quite convinced that he can control the weather and (I think) financial markets with the power of his mind, and routinely posts on the book of faces about which political/cultural figures he's going to ruin. He writes a lot like the loonie in the original post.
