The software developer Analytical Graphics sells "Satellite Toolkit" as a download. There is an ITAR notice but it seems rather bland. I would imagine that all the specifics you plug in for each item in the model is what would make it classified.

ITAR and national security classification are totally different animals. At one point it was possible to buy Saturn V blueprints from the NASA gift shop, no classification, no problem. However, because they were technical information relating to rocketry, they couldn't be exported without a licence under ITAR. So legally, they could only be bought by US citizens and couldn't be taken out of the United States.
