I can't understand what was this ?

Well, as US Patent 1,547,119A says:

The invention is directed to the provision of auxiliary cars or compartments adapted to be detachably mounted on and to the bodies of aircraft to increase, or to more suitably locate and dispose the passenger or cargo space.

In other words, Hall was proposing detachable 'pods' to expand the payload of large transport aircraft. Meanwhile, US Patent 1,650,346A - your post #6 - shows such 'pods' attached above and below the wings of such a biplane transport.
