No, that is not a Lockheed patent, Lewis was a freelance aeronautical engineer who had worked for several aircraft companies but not Lockheed. Its all in the article you quote

Yes, that is based on Lockheed/Johnson patent US2271226 submitted in 1938 and granted in 1942
