The designer, Mark Page, presented this at an AIAA conference in August. He's been getting AFRL (or similar agency) seedling money to test some subscale and full scale stuff. IIRC, the full scale thing would have a rotor between 20 and 30 ft in diameter, and need only rotate pretty slowly (like once per second) due to very large disc area.
